The justice system in England and Wales is facing a crisis as prisons near capacity. Justice Secretary Shabana Mahmood is expected to announce emergency measures to tackle overcrowding before the system collapses. Plans include releasing some prisoners early, with those on standard determinate sentences eligible for release after serving 40% instead of 50% of their term.

Former Justice Secretary Alex Chalk had proposed similar measures before losing his seat, but the issue was left unresolved as a new government took over. Prime Minister Sir Keir Starmer has called the situation “shocking” and vowed to address the crisis.

The Prison Governors Association has welcomed the announcement, emphasizing the need for a full review to prevent future overcrowding. Former prisons minister Rory Stewart believes the solution lies in putting fewer people in prison for shorter periods, focusing on serious offenders rather than minor crimes.
