Prime Minister Dr. Keith Rowley recently announced a shake-up in the Ministry of National Security by appointing Keith Scotland, SC, as Minister. This move demonstrates the government’s commitment to tighter control over the police force while also signaling a desire for streamlined governance and downplaying the need for drastic changes to address crime.
By granting Mr. Scotland Cabinet status, Dr. Rowley has created a unique position that blurs the line between a substantive minister and a non-ministerial role. Mr. Scotland will now oversee critical areas such as policing, offender management, illegal immigration, drug trafficking, money laundering, and drug interdiction.
Many are skeptical of the Prime Minister’s explanation that the shift in responsibilities from Fitzgerald Hinds to Mr. Scotland was solely based on the volume of work. Recent public pressure due to a surge in violence and a contentious court case revealing unlawful conduct in an extradition matter may have been key factors in this decision.
Interestingly, while Mr. Hinds has been moved from his position, he has not been formally demoted. Both Mr. Hinds and Mr. Scotland, as MPs, will need to balance their ministerial duties with attending to their constituencies. While both have legal backgrounds, Mr. Scotland’s experience in high-profile cases and aggressive questioning of police top brass sets him apart.
